This is a weird sentence. I can understand the meaning though. It looks like a beginner in Japanese did his best to write it. Is that how my English is too?
The correct sentence is… ご注意:7インチ以上のデバイスを使用する場合は、横置きをお勧めします。
Note: For devices larger than 7″, the horizontal placement is recommended.
